On 1 October 2026, the International Academy for Talent Discovery and Development (IATDD; registered in France as Acad\u00e9mie Internationale pour la D\u00e9couverte et le D\u00e9veloppement des Talents, AIDDT) held its constituent general assembly under the French Law of 1 July 1901 on associations. Following review and registration by the Prefecture of Hauts-de-Seine, the Academy is now officially established, under number W922023771 in the French National Register of Associations (RNA).<\/p>\n<\/div>\n<\/div>\n\n\n\n

IATDD has its registered office in the Hauts-de-Seine department (Greater Paris region) and plans to open representative offices in the United States and China. Drawing on the rich cultural heritage and international academic networks of Europe, the Americas and Asia, it opens a new chapter of global development.<\/p>\n\n\n\n

In the view of Gan Liu, Founding President of IATDD, technological change over the past eighty years has continually pushed back the frontiers of human knowledge, while creativity, depth of thought and humanistic concern have made talent ever more diverse. Europe and North America have long opened their doors to talent in the humanities, science and technology, attracting large numbers of outstanding people across countries and disciplines. Yet, constrained by geography, circumstances and resources, many gifted individuals in Asia, Africa and Latin America still find it difficult to reach the international stage and gain the attention and recognition they deserve. IATDD was founded to break down the geographical and sectoral barriers to the mobility of talent and the walls between disciplines, and to build an inclusive, open and forward-looking platform for global knowledge collaboration.<\/p>\n\n\n\n

In line with its mission, IATDD will focus its academic and practical work on four areas:<\/strong><\/p>\n\n\n\n

1. Discovering Talent<\/strong><\/p>\n\n\n\n

IATDD seeks out outstanding works and talent in literature, the arts and other creative fields, with a commitment to discovering creators and scholars of exceptional accomplishment and pioneering spirit. Through an independent and open discovery mechanism, and with an objective and discerning academic eye, we select works that combine intellectual depth with innovative value, so that talent and creative work are no longer confined to a local setting or a single circle, but enter the wider view of international peers.<\/p>\n\n\n\n

2. Developing Talent<\/strong><\/p>\n\n\n\n

Building on its academic platform in France and its network of resources in Europe and North America, IATDD offers outstanding creators and researchers fertile ground for development. In cooperation with professional publishers and academic institutions, we support the international publication, bibliographic cataloguing and intellectual property protection of outstanding works; we recommend talent free of charge to universities, research institutes and cultural and artistic institutions worldwide, fostering international academic cooperation and project partnerships; and we will progressively establish research grants, creative fellowships and residency allowances to support the incubation of innovative work.<\/p>\n\n\n\n

3. Building International Recognition<\/strong><\/p>\n\n\n\n

IATDD has established an independent Academic and Qualification Review Committee, dedicated to building an evaluation system of international credibility and academic integrity for outstanding talent. In accordance with rigorous peer-review standards, the Academy may confer internal honorary titles such as Distinguished Research Fellow, International Scholar, International Artist and Fellow (Acad\u00e9micien \u00e9m\u00e9rite), and present the IATDD International Works Award. Firmly committed to its non-profit principles, the Academy rejects any sale of certificates or any arrangement linking honours to payment. Through professional evaluation grounded in academic integrity, it helps talent and their representative works gain clear, well-founded and respected academic and professional recognition on the international stage. These titles belong to the Academy’s internal system of academic and honorary evaluation and do not constitute state diplomas, academic degrees or professional qualifications.<\/p>\n\n\n\n

4. Advancing Road Safety<\/strong><\/p>\n\n\n\n

Drawing on its founding team’s long experience in intelligent transportation and traffic safety, IATDD will carry out public-interest activities in road safety and sustainable mobility worldwide, promoting the international exchange and dissemination of management experience, new ideas and new technologies through academic research, international forums and other formats.<\/p>\n\n\n\n

As it sets out on this journey, IATDD warmly welcomes researchers, scholars, writers, artists and innovators from around the world. IATDD \u6cd5\u5b9a\u603b\u90e8\u6ce8\u518c\u4e8e\u6cd5\u56fd\u4e0a\u585e\u7eb3\u7701\uff08\u5927\u5df4\u9ece\u5730\u533a\uff09\uff0c\u5e76\u8ba1\u5212\u5728\u7f8e\u56fd\u3001\u4e2d\u56fd\u8bbe\u7acb\u4ee3\u8868\u5904\uff0c\u4f9d\u6258\u6b27\u3001\u7f8e\u3001\u4e9a\u6df1\u539a\u7684\u4eba\u6587\u5e95\u8574\u4e0e\u56fd\u9645\u5b66\u672f\u7f51\u7edc\uff0c\u5f00\u542f\u5168\u7403\u5316\u53d1\u5c55\u7684\u65b0\u7bc7\u7ae0\u3002<\/p>\n\n\n\n

IATDD \u4f9d\u6258\u5728\u6cd5\u56fd\u7684\u5b66\u672f\u5e73\u53f0\u4e0e\u6b27\u7f8e\u8d44\u6e90\u7f51\u7edc\uff0c\u4e3a\u4f18\u79c0\u521b\u4f5c\u8005\u548c\u7814\u7a76\u8005\u63d0\u4f9b\u5207\u5b9e\u7684\u53d1\u5c55\u571f\u58e4\u3002\u6211\u4eec\u4e0e\u4e13\u4e1a\u51fa\u7248\u548c\u5b66\u672f\u673a\u6784\u5408\u4f5c\uff0c\u652f\u6301\u4f18\u79c0\u4f5c\u54c1\u7684\u56fd\u9645\u51fa\u7248\u3001\u6587\u732e\u7f16\u76ee\u4e0e\u77e5\u8bc6\u4ea7\u6743\u4fdd\u62a4\uff1b\u9762\u5411\u5168\u7403\u9ad8\u6821\u3001\u79d1\u7814\u9662\u6240\u548c\u6587\u5316\u827a\u672f\u673a\u6784\u65e0\u507f\u4e3e\u8350\u4eba\u624d\uff0c\u4fc3\u6210\u8de8\u56fd\u5b66\u672f\u5408\u4f5c\u4e0e\u9879\u76ee\u5bf9\u63a5\uff1b\u5e76\u5c06\u9010\u6b65\u8bbe\u7acb\u7814\u7a76\u5956\u52a9\u91d1\u3001\u521b\u4f5c\u8d44\u52a9\u4e0e\u9a7b\u7559\u8865\u8d34\uff0c\u6276\u6301\u521b\u65b0\u6210\u679c\u7684\u5b75\u5316\u3002<\/p>\n\n\n\n

Le 1er octobre 2026, l’International Academy for Talent Discovery and Development (IATDD), d\u00e9clar\u00e9e en France sous la d\u00e9nomination \u00ab Acad\u00e9mie Internationale pour la D\u00e9couverte et le D\u00e9veloppement des Talents \u00bb (AIDDT), a tenu son assembl\u00e9e g\u00e9n\u00e9rale constitutive conform\u00e9ment \u00e0 la loi du 1er juillet 1901 relative au contrat d’association. Apr\u00e8s examen et enregistrement par la pr\u00e9fecture des Hauts-de-Seine, l’Acad\u00e9mie est officiellement constitu\u00e9e et inscrite au R\u00e9pertoire national des associations (RNA) sous le num\u00e9ro W922023771.<\/p>\n\n\n\n

L’IATDD a son si\u00e8ge social dans les Hauts-de-Seine (r\u00e9gion parisienne) et pr\u00e9voit d’ouvrir des bureaux de repr\u00e9sentation aux \u00c9tats-Unis et en Chine. S’appuyant sur la richesse culturelle et les r\u00e9seaux acad\u00e9miques internationaux de l’Europe, des Am\u00e9riques et de l’Asie, elle ouvre un nouveau chapitre de son d\u00e9veloppement mondial.<\/p>\n\n\n\n

Pour Liu Gan, pr\u00e9sident fondateur de l’IATDD, les mutations technologiques des quatre-vingts derni\u00e8res ann\u00e9es n’ont cess\u00e9 de repousser les fronti\u00e8res de la connaissance humaine, tandis que la cr\u00e9ativit\u00e9, la profondeur de pens\u00e9e et le souci de l’humain ont rendu les talents toujours plus divers. L’Europe et l’Am\u00e9rique du Nord ont depuis longtemps ouvert leurs portes aux talents des sciences humaines, des sciences et des technologies, attirant un grand nombre de personnalit\u00e9s remarquables issues de pays et de disciplines vari\u00e9s. Pourtant, en raison de contraintes g\u00e9ographiques, mat\u00e9rielles et de ressources, de nombreux talents d’Asie, d’Afrique et d’Am\u00e9rique latine peinent encore \u00e0 acc\u00e9der \u00e0 la sc\u00e8ne internationale et \u00e0 y obtenir l’attention et la reconnaissance qu’ils m\u00e9ritent. L’IATDD a \u00e9t\u00e9 cr\u00e9\u00e9e pour lever les obstacles g\u00e9ographiques et sectoriels \u00e0 la circulation des talents, d\u00e9cloisonner les disciplines et b\u00e2tir une plateforme mondiale de collaboration des savoirs, inclusive, ouverte et tourn\u00e9e vers l’avenir.<\/p>\n\n\n\n

Conform\u00e9ment \u00e0 son objet, l’IATDD concentrera son action acad\u00e9mique et pratique sur quatre axes :<\/p>\n\n\n\n

1. D\u00e9couvrir les talents<\/strong><\/p>\n\n\n\n

L’IATDD explore la litt\u00e9rature, les arts et les autres domaines de la cr\u00e9ation afin de r\u00e9v\u00e9ler des \u0153uvres et des talents remarquables, en s’attachant \u00e0 d\u00e9couvrir des cr\u00e9ateurs et des chercheurs d’une valeur exceptionnelle et anim\u00e9s d’un esprit pionnier. Gr\u00e2ce \u00e0 un dispositif de rep\u00e9rage ind\u00e9pendant et ouvert, et avec un regard acad\u00e9mique objectif et exigeant, nous s\u00e9lectionnons des travaux alliant profondeur de pens\u00e9e et valeur novatrice, afin que les talents et leurs cr\u00e9ations ne restent plus confin\u00e9s \u00e0 un cadre local ou \u00e0 un cercle restreint, mais acc\u00e8dent au regard plus large de leurs pairs \u00e0 l’international.<\/p>\n\n\n\n

2. D\u00e9velopper les talents<\/strong><\/p>\n\n\n\n

S’appuyant sur sa plateforme acad\u00e9mique en France et sur ses r\u00e9seaux en Europe et en Am\u00e9rique du Nord, l’IATDD offre aux cr\u00e9ateurs et chercheurs de talent un terrain concret pour se d\u00e9velopper. En coop\u00e9ration avec des maisons d’\u00e9dition et des institutions acad\u00e9miques, nous soutenons la publication internationale, le catalogage documentaire et la protection de la propri\u00e9t\u00e9 intellectuelle d’\u0153uvres remarquables ; nous recommandons gratuitement des talents aux universit\u00e9s, organismes de recherche et institutions culturelles et artistiques du monde entier, favorisant la coop\u00e9ration acad\u00e9mique internationale et la mise en relation de projets ; enfin, nous mettrons progressivement en place des bourses de recherche, des aides \u00e0 la cr\u00e9ation et des allocations de r\u00e9sidence pour accompagner l’\u00e9mergence de travaux innovants.<\/p>\n\n\n\n

3. B\u00e2tir une reconnaissance internationale<\/strong><\/p>\n\n\n\n

L’IATDD a institu\u00e9 un Comit\u00e9 d’\u00e9valuation acad\u00e9mique ind\u00e9pendant, charg\u00e9 de construire, au service des talents remarquables, un syst\u00e8me d’\u00e9valuation cr\u00e9dible \u00e0 l’\u00e9chelle internationale et fond\u00e9 sur la seule rigueur acad\u00e9mique. Selon des crit\u00e8res stricts d’\u00e9valuation par les pairs, l’Acad\u00e9mie peut d\u00e9cerner des titres honorifiques internes, tels que chercheur associ\u00e9, chercheur international, artiste international et Fellow (Acad\u00e9micien \u00e9m\u00e9rite), ainsi que le \u00ab Prix international des \u0153uvres IATDD \u00bb. Fid\u00e8le \u00e0 son caract\u00e8re non lucratif, l’Acad\u00e9mie s’interdit toute vente de certificats et tout lien entre distinctions et paiement. Par une \u00e9valuation professionnelle fond\u00e9e sur l’int\u00e9grit\u00e9 acad\u00e9mique, elle aide les talents et leurs \u0153uvres majeures \u00e0 obtenir sur la sc\u00e8ne internationale une reconnaissance acad\u00e9mique et professionnelle claire, rigoureuse et respect\u00e9e.
