International Academy for Talent Discovery and Development (IATDD) Officially Established in France

IATDD has its registered office in the Hauts-de-Seine department (Greater Paris region) and plans to open representative offices in the United States and China. Drawing on the rich cultural heritage and international academic networks of Europe, the Americas and Asia, it opens a new chapter of global development.

In the view of Gan Liu, Founding President of IATDD, technological change over the past eighty years has continually pushed back the frontiers of human knowledge, while creativity, depth of thought and humanistic concern have made talent ever more diverse. Europe and North America have long opened their doors to talent in the humanities, science and technology, attracting large numbers of outstanding people across countries and disciplines. Yet, constrained by geography, circumstances and resources, many gifted individuals in Asia, Africa and Latin America still find it difficult to reach the international stage and gain the attention and recognition they deserve. IATDD was founded to break down the geographical and sectoral barriers to the mobility of talent and the walls between disciplines, and to build an inclusive, open and forward-looking platform for global knowledge collaboration.

In line with its mission, IATDD will focus its academic and practical work on four areas:

1. Discovering Talent

IATDD seeks out outstanding works and talent in literature, the arts and other creative fields, with a commitment to discovering creators and scholars of exceptional accomplishment and pioneering spirit. Through an independent and open discovery mechanism, and with an objective and discerning academic eye, we select works that combine intellectual depth with innovative value, so that talent and creative work are no longer confined to a local setting or a single circle, but enter the wider view of international peers.

2. Developing Talent

Building on its academic platform in France and its network of resources in Europe and North America, IATDD offers outstanding creators and researchers fertile ground for development. In cooperation with professional publishers and academic institutions, we support the international publication, bibliographic cataloguing and intellectual property protection of outstanding works; we recommend talent free of charge to universities, research institutes and cultural and artistic institutions worldwide, fostering international academic cooperation and project partnerships; and we will progressively establish research grants, creative fellowships and residency allowances to support the incubation of innovative work.

3. Building International Recognition

IATDD has established an independent Academic and Qualification Review Committee, dedicated to building an evaluation system of international credibility and academic integrity for outstanding talent. In accordance with rigorous peer-review standards, the Academy may confer internal honorary titles such as Distinguished Research Fellow, International Scholar, International Artist and Fellow (Académicien émérite), and present the IATDD International Works Award. Firmly committed to its non-profit principles, the Academy rejects any sale of certificates or any arrangement linking honours to payment. Through professional evaluation grounded in academic integrity, it helps talent and their representative works gain clear, well-founded and respected academic and professional recognition on the international stage. These titles belong to the Academy’s internal system of academic and honorary evaluation and do not constitute state diplomas, academic degrees or professional qualifications.

4. Advancing Road Safety

Drawing on its founding team’s long experience in intelligent transportation and traffic safety, IATDD will carry out public-interest activities in road safety and sustainable mobility worldwide, promoting the international exchange and dissemination of management experience, new ideas and new technologies through academic research, international forums and other formats.

As it sets out on this journey, IATDD warmly welcomes researchers, scholars, writers, artists and innovators from around the world. 国际人才发现与发展学院（IATDD）正式在法成立

2026年10月1日，国际人才发现与发展学院（英语通称：International Academy for Talent Discovery and Development，简称 IATDD；法国注册名称：Académie Internationale pour la Découverte et le Développement des Talents，简称 AIDDT）依据法国《1901年7月1日结社法》召开成立大会，经上塞纳省政府审核并签发，正式成立，全国协会名录（RNA）编号为 W922023771。

IATDD 法定总部注册于法国上塞纳省（大巴黎地区），并计划在美国、中国设立代表处，依托欧、美、亚深厚的人文底蕴与国际学术网络，开启全球化发展的新篇章。

IATDD 创会会长刘干认为，近八十年来，科技变革不断拓宽人类的认知边界，创造力、思想深度与人文关怀使人才日益多元。欧美国家长期向人文与科技领域的人才敞开大门，汇聚了大批跨国、跨领域的优秀人才。然而，受地域、环境与资源等因素所限，亚非拉许多国家和地区的优秀人才仍难以走上国际舞台，获得应有的关注与认可。IATDD 的创立，旨在打破地域与行业的人才流动壁垒和专业藩篱，构建一个包容、开放、富于前瞻性的全球知识协作平台。

围绕立会宗旨，IATDD 将重点推进以下四个方面的学术与实践建设：

一、发现人才

IATDD 面向文学、艺术及其他创造性领域，深度发掘优秀作品与人才，致力于发现具有卓越造诣与开拓精神的创作者和学者。我们建立独立、开放的发掘机制，以客观、敏锐的学术眼光，遴选兼具思想深度与创新价值的成果，让人才的才华与创作不再局限于本土或单一圈层，进入更广阔的国际同行视野。

二、发展人才

IATDD 依托在法国的学术平台与欧美资源网络，为优秀创作者和研究者提供切实的发展土壤。我们与专业出版和学术机构合作，支持优秀作品的国际出版、文献编目与知识产权保护；面向全球高校、科研院所和文化艺术机构无偿举荐人才，促成跨国学术合作与项目对接；并将逐步设立研究奖助金、创作资助与驻留补贴，扶持创新成果的孵化。

三、建立国际认可

IATDD 设立独立的学术与资格评审委员会，致力于为杰出人才建立具有国际公信力和学术纯粹性的评价体系。依据严格的同行评议标准，学院可授予特聘研究员、国际学者、国际艺术家及会士（Fellow / Académicien émérite）等内部荣誉称号，并颁发“IATDD国际作品奖”。学院坚守非营利原则，杜绝任何有偿出售证书或利益挂钩的行为，以恪守学术诚信的专业评议，帮助人才及其代表作在国际舞台上获得清晰、规范、受人尊重的学术与专业认可。上述称号属于学院内部的学术与荣誉评价，不构成国家文凭、学位或职业资格认证。

四、推动道路交通安全

依托创会团队在智能交通与交通安全领域的长期积累，IATDD 将面向全球开展道路交通安全与可持续出行公益活动，通过学术研究、国际论坛等多种形式促进管理经验与新理念、新技术的国际交流与传播。

L’International Academy for Talent Discovery and Development (IATDD) officiellement constituée en France

Le 1er octobre 2026, l’International Academy for Talent Discovery and Development (IATDD), déclarée en France sous la dénomination « Académie Internationale pour la Découverte et le Développement des Talents » (AIDDT), a tenu son assemblée générale constitutive conformément à la loi du 1er juillet 1901 relative au contrat d’association. Après examen et enregistrement par la préfecture des Hauts-de-Seine, l’Académie est officiellement constituée et inscrite au Répertoire national des associations (RNA) sous le numéro W922023771.

L’IATDD a son siège social dans les Hauts-de-Seine (région parisienne) et prévoit d’ouvrir des bureaux de représentation aux États-Unis et en Chine. S’appuyant sur la richesse culturelle et les réseaux académiques internationaux de l’Europe, des Amériques et de l’Asie, elle ouvre un nouveau chapitre de son développement mondial.

Pour Liu Gan, président fondateur de l’IATDD, les mutations technologiques des quatre-vingts dernières années n’ont cessé de repousser les frontières de la connaissance humaine, tandis que la créativité, la profondeur de pensée et le souci de l’humain ont rendu les talents toujours plus divers. L’Europe et l’Amérique du Nord ont depuis longtemps ouvert leurs portes aux talents des sciences humaines, des sciences et des technologies, attirant un grand nombre de personnalités remarquables issues de pays et de disciplines variés. Pourtant, en raison de contraintes géographiques, matérielles et de ressources, de nombreux talents d’Asie, d’Afrique et d’Amérique latine peinent encore à accéder à la scène internationale et à y obtenir l’attention et la reconnaissance qu’ils méritent. L’IATDD a été créée pour lever les obstacles géographiques et sectoriels à la circulation des talents, décloisonner les disciplines et bâtir une plateforme mondiale de collaboration des savoirs, inclusive, ouverte et tournée vers l’avenir.

Conformément à son objet, l’IATDD concentrera son action académique et pratique sur quatre axes :

1. Découvrir les talents

L’IATDD explore la littérature, les arts et les autres domaines de la création afin de révéler des œuvres et des talents remarquables, en s’attachant à découvrir des créateurs et des chercheurs d’une valeur exceptionnelle et animés d’un esprit pionnier. Grâce à un dispositif de repérage indépendant et ouvert, et avec un regard académique objectif et exigeant, nous sélectionnons des travaux alliant profondeur de pensée et valeur novatrice, afin que les talents et leurs créations ne restent plus confinés à un cadre local ou à un cercle restreint, mais accèdent au regard plus large de leurs pairs à l’international.

2. Développer les talents

S’appuyant sur sa plateforme académique en France et sur ses réseaux en Europe et en Amérique du Nord, l’IATDD offre aux créateurs et chercheurs de talent un terrain concret pour se développer. En coopération avec des maisons d’édition et des institutions académiques, nous soutenons la publication internationale, le catalogage documentaire et la protection de la propriété intellectuelle d’œuvres remarquables ; nous recommandons gratuitement des talents aux universités, organismes de recherche et institutions culturelles et artistiques du monde entier, favorisant la coopération académique internationale et la mise en relation de projets ; enfin, nous mettrons progressivement en place des bourses de recherche, des aides à la création et des allocations de résidence pour accompagner l’émergence de travaux innovants.

3. Bâtir une reconnaissance internationale

L’IATDD a institué un Comité d’évaluation académique indépendant, chargé de construire, au service des talents remarquables, un système d’évaluation crédible à l’échelle internationale et fondé sur la seule rigueur académique. Selon des critères stricts d’évaluation par les pairs, l’Académie peut décerner des titres honorifiques internes, tels que chercheur associé, chercheur international, artiste international et Fellow (Académicien émérite), ainsi que le « Prix international des œuvres IATDD ». Fidèle à son caractère non lucratif, l’Académie s’interdit toute vente de certificats et tout lien entre distinctions et paiement. Par une évaluation professionnelle fondée sur l’intégrité académique, elle aide les talents et leurs œuvres majeures à obtenir sur la scène internationale une reconnaissance académique et professionnelle claire, rigoureuse et respectée. Ces titres relèvent du système interne d’évaluation académique et honorifique de l’Académie et ne constituent ni un diplôme national, ni un grade universitaire, ni une certification professionnelle.

4. Promouvoir la sécurité routière

Forte de la longue expérience de son équipe fondatrice dans les transports intelligents et la sécurité routière, l’IATDD mènera à l’échelle mondiale des actions d’intérêt général en faveur de la sécurité routière et de la mobilité durable, en favorisant, par la recherche, les forums internationaux et d’autres formes d’action, les échanges et la diffusion internationale des expériences de gestion, des idées nouvelles et des technologies innovantes.

À l’heure de ce premier pas, l’IATDD ouvre chaleureusement ses portes aux chercheurs, universitaires, écrivains, artistes et innovateurs du monde entier. Les talents remarquables sont invités à la rejoindre, et les particuliers comme les institutions sont les bienvenus pour lui apporter leur soutien et leur parrainage.
